Seat maximum weight is 55lbs; Each basket holds 10lbs
The seats go to an almost full recline, but not fully flat. The back is about 20 degrees up from horizontal and then the seat angles up a bit also, so there is a V that cradles the child and helps hold them in place. It is more than enough for a sleeping 1 month old, but can not be considered a newborn flat bed.
